Aquatics Program Manager (Personal Services)

Essential Duties & Responsibilities:
Establishes, implements, and communicates goals, objectives, policies and procedures in accordance with the TWC strategic plan. Manages the activities of the aquatic program. Responsible for training & certification of aquatic program staff. Uses resources to achieve annual Key Performance Indicators expectations. Maintains professional and technical knowledge by conducting research; attending seminars, educational workshops, classes, and conferences; reviewing professional societies; conferring with representatives of contracting agencies and related organizations. Reviews and evaluates program effectiveness/objectives, and redesigns programs as necessary. Develops annual aquatic budgets based upon current data and research. Monitors budgetary expenditures for all aquatic operations, including financial and budgetary procedures. Monitors budget on a monthly basis; attends monthly budget reviews; and follows up on all financial issues highlighted at the monthly review. Oversees and monitors aquatic area, maintenance, and administration. Monitors, inventories, maintains, and repairs all existing equipment, forecasts equipment needs and annually plans for expenses. Plays a positive role in integrating aquatic recreation activities, child services, family enrichment, and education programs. Keeps current assessments of aquatic needs of pueblo residents, of all ages; collects data designed to provide longitudinal information aquatic/recreation issues within Native American communities. Plans, schedules, and publicizes activities and programs aimed at meeting the needs of Pueblo residents. Maintains consistent and current communication with Pueblo residents and Tribal leaders on aquatic needs. Enforces facility and tribal rules regarding facility use and operation. Monitors facility and adjacent grounds for cleanliness and to ensure proper care of equipment. Remains current on industry standards in the areas of Physical Education, Recreation, Aquatics, and Outdoor Education, and Therapeutic Recreation. Designs and delivers character building/personal growth activities with the Aquatic programs and activities. This may include designing and delivering staff training/development modules. Ensures that Aquatic programs is appropriately staffed during hours of operation. Performs additional duties and responsibilities as necessary or assigned commensurate to the grade level assigned.
Minimum Qualifications:
Bachelors Degree in a related field preferred. May consider an equivalent combination of directly related education and experience. Must have 2-4 years of related experience. Knowledge of pool chemistry a plus; CPO certification, American Red Cross Lifeguard Certification required. Must be able to successfully pass a pre-employment drug/alcohol screen and background investigation including a motor vehicle check. Must possess and maintain a valid New Mexico drivers license and be insurable under the Pueblos insurance.
Knowledge, Skills, Abilities, and Certifications:
Ability to effectively supervise, lead and direct work of others. Ability to work under limited supervision. Knowledge of budget preparation, cost estimating, monitoring, and fiscal management procedures. Must have strong knowledge of customer standards and procedures. Ability to make administrative/procedural decisions and judgements. Must be able to recruit, train, certify lifeguards, and swim instructors as needed. Ability to communicate effectively, both orally and in writing. Ability to gather data, compile information and prepare reports. Knowledge of problem solving and or directing instructions to staff. Knowledge of optimal swimming pool water chemistry, temperature, and cleanliness standards. Knowledge of supplies, equipment, and/or services ordering and inventory control. Knowledge of Wellness Center and Tribal rules regarding facility use and operation. Knowledge of general safety rules, equipment, games, and operating procedures. Knowledge of general safety requirements, procedures and record keeping. Ability to be flexible to changing schedules. Skills in program planning and development. Knowledge of First Aid and CPR.
Physical Demands:
Specific required movements include the following: Trunk-bend, twist, rotate, push, pull, carry. Arms-reach, carries, lifts, twists, and rotates. Legs- lift, push, pull, twist, and rotate. Hands-grasp, manipulate, bilateral coordination, eye and hand coordination. Must be able up to lift 50 pounds.
Work Environment:
Work is performed indoors and outdoors. Duties may involve walking, standing for long periods of time, sitting and crouching, swimming, water rescues and practice. Duties also involve adjusting pool chemistry and equipment when necessary.
Position Notes
Must be able to work long hours under occasionally stressful conditions. Subject to hazards that may cause personal bodily harm, smoke, common colds, influenza, dust, odors, chemicals and elevated noise levels. Tasks may be performed on uneven, inclined, hard, soft and slippery surfaces. Also on soft carpeted floors, cement structures, aquatic-related entertainment equipment and structures.
