HR Manager (Project Management)
Job Summary: We are seeking a detail-oriented and experienced HR Manager to join our team. The ideal candidate has the ability to independently manage and execute payroll processing and human resources function from start to finish, without a direct team. The ideal candidate will be a self-starter who can work autonomously, demonstrate initiative, and take full ownership of payroll and HR to ensure compliance with state and federal regulations and support our employees needs. They should be capable of collaborating with other departments, managing resources, and ensuring successful project completion with minimal oversight.
Key Responsibilities
Payroll Management:
Process Weekly Payroll: Accurately process payroll for all employees on a weekly basis, ensuring compliance with state and federal laws. This includes calculating wages, overtime, deductions, and bonuses.
Maintain Payroll Records: Keep detailed and accurate payroll records, including timesheets, wage adjustments, and tax withholdings. Ensure records are up-to-date and easily accessible for audits and reporting.
Handle Payroll Inquiries: Address and resolve any payroll-related questions or discrepancies from employees promptly and professionally.
Stay Updated on Regulations: Continuously monitor changes in payroll regulations and implement necessary updates to ensure compliance. This includes staying informed about changes in tax laws, wage and hour laws, and other relevant regulations.
Process Certified Payroll: Manage the full cycle of certified payroll processes, including the accurate preparation, review, and submission of weekly certified payroll reports. Ensure compliance with prevailing wage laws, Davis-Bacon Act requirements, and other federal, state, or local regulations for public works projects.
Human Resources:
Employee Onboarding and Offboarding: Oversee the entire onboarding process for new hires, including conducting orientations, completing necessary paperwork, and ensuring a smooth transition into the company. Manage the offboarding process for departing employees, including exit interviews and final paycheck processing.
Benefits Administration: Administer employee benefits programs, including health insurance, retirement plans, and other benefits. This involves enrolling employees, managing changes, and answering benefits-related questions.
HRIS Management: Maintain and update employee records in the Human Resources Information System (HRIS). Ensure data accuracy and confidentiality.
Performance Management: Assist in the development and implementation of performance management processes. This includes coordinating performance reviews, providing guidance to managers, and addressing performance-related issues.
Employee Relations: Act as a point of contact for employee relations issues, providing support and guidance to both employees and managers. Ensure that all employee relations matters are handled in accordance with company policies and legal requirements.
Compliance: Ensure compliance with all labor laws and company policies. This includes monitoring changes in employment laws and updating company policies as needed.
Compliance and Reporting:
Prepare and Submit Reports: Prepare and submit required payroll and HR reports to government agencies, such as tax filings, wage reports, and benefits reports. Prepare and submit required payroll reports (certified payroll) for prevailing wage jobs to customers and government agencies.
Conduct Audits: Perform regular audits of payroll and HR processes to ensure compliance with internal policies and external regulations. Identify and address any discrepancies or areas for improvement.
Support Annual Audits: Assist with annual audits conducted by external auditors. Provide necessary documentation and information to ensure a smooth audit process.
Qualifications:
Bachelors degree in Human Resources, Accounting/Finance, or related field.
Minimum of 3-5 years of experience in payroll processing and HR management.
Strong knowledge of labor laws and payroll regulations.
Proficiency with payroll software (e.g., ADP, Paychex) and HRIS systems.
Excellent organizational and communication skills.
Attention to detail and accuracy
Ability to handle sensitive information with confidentiality and professionalism.
Additional Preferred Qualifications:
Certified Payroll Professional (CPP) certification.
Experience with multi-state payroll processing.
Knowledge of time and attendance systems.
HR certification (e.g., PHR, SPHR).
Experience in a specific industry or organization size.
Knowledge of HR metrics and analytics.
Experience with employee relations investigations.
