Federal Reserve Bank of St. LouisThe Senior Vice President, Chief Administrative Officer (“CAO”) reports to the Bank's First Vice President, serving as a key advisor and trusted partner on matters relating to Financial Management, People & Culture, Diversity, Equity and Inclusion, and Enterprise Risk Management and Strategy. As part of the Bank's Management Committee, the CAO develops, communicates, and executes the strategic direction of the organization in alignment with the Bank's vision, mission, and values, including but not limited to financial performance, risk strategy and priorities and ensures that the Bank has leadership strength, effective succession planning, and a high quality, diverse workforce.Essential responsibilities include but are not limited to the following:
- Strategic leadership, planning, and execution. In conjunction with the Bank's President, First Vice President and the Bank's Management Committee, leads the development and review of the Bank's strategic plan and other operational requirements in the realm of finance, people and risk.
- Culture. Works collaboratively with Bank leaders to ensure we are forward-looking as we anticipate emerging issues, champion initiatives, and pursue operational excellence. Provides leadership that encourages transparency, mutual respect, and open debate as we believe collaboration and inclusion of diverse ideas, experiences, and backgrounds leads to superior outcomes.
- Communication of strategies and plans. Effectively communicates strategic plans and priorities to all levels of the Bank's employees and ensures performance management and compensation programs are well aligned with the Bank's strategy, goals, and objectives and the Federal Reserve System as a whole.
- Operational Performance. Ensures Bank functions effectively meet or exceed expected business objectives and performance targets and collaborates with other Management Committee members in promoting and leading an environment that continually seeks effectiveness, efficiency, quality and focus in all operations and support functions.
- Enterprise Mindset, Trusted Partner, Strategic Alignment. Leads through these three strategic pillars for the 8th district including opportunities to work as one bank for the betterment of the Federal Reserve System ensuring we remain vital to the economy locally and nationally. Exchanging differing views to solve problems and come to the best solutions and aligning all resources to our vision, mission, and values.
- Financial Performance. Leads the development of the Bank's budget and the efforts to manage expenses and achieve financial targets and effective financial forecasting to better operations, position and headcount management and future models. This team includes leadership of procurement activities and vendor management controls.
- Risk Management and Controls. Ensures an efficient and effective risk management process for the Bank as demonstrated by an effective risk-monitoring and assessment program and high levels of compliance with carefully designed, tested, and documented controls. This includes emergency management and business continuity plans.
- Talent development and succession planning. Ensures a highly effective and innovative workforce. Actively engages in succession planning activities to ensure deep talent pools, diversity at all levels, and succession and leadership development plans. This includes effective pay practices, policies including data privacy and the ability to attract, motivate and retain the best talent.
- Diversity, equity and inclusion (DEI). Leads the development of the Bank's DEI strategy and supplier diversity outreach and outcomes. This includes the Bank's Office of Minority and Women Inclusion (OMWI), diverse recruitment, talent acceleration and retention strategies, employee resource groups and is an external brand ambassador within our communities.
This position reports to the First Vice President. Reporting into this role includes the GVP, Financial Management, GVP, People & Culture, VP, Risk Management & Strategy and AVP, Diversity, Equity, and Inclusion. This leader serves as an indirect lead for approximately 85 employees in the Eighth district. This role also has key relationships with the Bank's Board of Directors and leadership across the Federal Reserve System.
COMPETENCIES, EXPERIENCE AND EDUCATION QUALIFICATIONS:
- Bachelor's degree required; graduate degree preferred.
- 15+ years progression of leadership experience managing complex operations, including experience at a senior management level.
- Ability to work cross-functionally to solve complex problems, manage change and improve quality and service.
- Leverage positive and collaborative working relationships with other Federal Reserve Bank, St. Louis and other Federal Reserve System leaders, and other key stakeholders from varied backgrounds.
- Outstanding executive presence, relationship management, and communication skills.
- Displays a commitment to the Bank's values, including commitment to integrity, transparency, mutual respect, open debate, stewardship, relationships and accountability to results and impact.
- Demonstrates positive energy that generates engagement and builds rapport at all levels of the Bank and the Federal Reserve System.
- Fosters the generation of ideas, innovations, and opportunities for the Bank's current and future needs.
- Familiar with organizational change management principles and has a track record of using them to manage change and transitions effectively.
- Models and develops an organizational culture that ensures equality of opportunity at all levels of the Bank, fosters an inclusive and respectful workplace, promotes strong employee engagement, and intervenes to address obstacles.
- Executes through a team by empowering others, holding them accountable while actively engaging and inspiring.

- Inspires and communicates a path for continuous improvement in advancing the Bank's performance.
ADDITIONAL REQUIREMENTS:
This position requires: U.S. citizenship and the ability to obtain a top-secret security clearance; current or future residency within a 50-mile radius of the St. Louis headquarters; adherence to applicable Federal Reserve rules regarding investment and trading restrictions.
