MinimumPreferredAssociates / Bachelor's degree or other specialized skill training / certification may be required in some positions.Associates degree in Construction Management or Project Engineering from an accredited college or university or 3-5 years of experience in the design and construction of electric utility infrastructure.

Essential Duties and Responsibilities
The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive.
Assists with developing and designing all types of Capital Project assets and associated information.Inspects and evaluates installation and maintenance practices for medium and low voltage equipment and facilities.Work with Customers on Service Inquiries.Analyze the existing electric system and perform Voltage Drop and Flicker calculations.Analyze existing transformer capacity and if an transformer needs to be upgraded due to additional loading.Create design options and estimates for the customer.Ability to review and approve residential Building PermitsPerform site visits with the Customer, Electrician and Electric Field Crews to understand obstacles and create solutions for service upgrades.Work with third party construction experts to perform construction activities such as boring, concrete flat work, revegetation, etc.Managing budget by reviewing external invoices, material lists, labor quantities to invoice the customer for work performed on the agreed scope of work.Initiates, designs, manages and plans electric system additions, including overhead to underground conversions, main feeders, duct banks and improvements from conceptual through completion for simple to complex residential, commercial and industrial uses.Independently directs and manages the preparation of contract documents, plans, designs, and construction schedules.Develops pre-conceptual, preliminary, and final cost estimates.Performs cost-benefit analysis for equipment and services.Prepares and maintains detailed construction and circuit drawings, construction standards, material specifications, specifies assembly methods, calculates electric loads and determines appropriate equipment requirements.Reviews projects and plans of all developments submitted to the City for compliance with procedures, codes and standards and requires changes as necessary.Represents electric utility customer interests, including conflict resolution, at various meetings with developers, engineers, architects, contractors, electricians, citizens.Negotiates location and compensation with various property owners, businesses, and governmental agencies to obtain easements, rights-of-way, and permits.Performs load analysis including, but not limited to, cable pulling tensions, voltage drop and flicker calculations using computer-aided drafting software.Has a thorough understanding of the billing model and responds knowledgeably to customer inquiries regarding development fees.Represents the department and serves as a technical resource for the public, City departments, consultants and developers on a city, state and nation-wide basis regarding Fort Collins Utilities policies, procedures, and construction standards.Manages project budgets, anticipates financial changes for the projects, and maintains records of the projects.
