About the Role:
The Proposal Manager shall lead the proposal planning and development process from pre-proposal phase through post-proposal submittal phases for TPG bids.
The Proposal Manager will report directly to the Senior Proposal Manager and Proposal Team Lead. This position is a highly visible role that works closely with senior leadership, capture personnel, and operations management to lead, manage, write, edit, review, and produce winning proposals typically valued between $20 Million to $100 Million.
What You'll Do
The Proposal Manager will work with business development, capture, SMEs, operations, and proposal writers to plan and deliver major proposals to a wide range of federal programs.
Create compliant and effective proposal outlines, compliance matrices, and review processes to ensure that TPG's proposals are compliant, compelling, and easy for evaluators to score.
Manage multiple proposals simultaneously, balancing priorities and resources effectively.
Manage development and production of proposals and oral presentations.
Prepare and manage proposal production schedules while coordinating resources for writing and development.
Build and maintain strong relationships with internal and external stakeholders to ensure accurate and compelling proposal content.
Conduct thorough reviews of proposals to ensure accuracy, consistency, and compliance with client requirements.
Provide publication layout, design, and support services for the proposal team.
Analyze Government solicitations, identify response requirements and prepare unique, tailored proposal responses in compliance with Government agency requirements.
Lead kick-off, status, strategy, and review meetings.
Develop and implement strategic proposal win themes.
Continuously assess and enhance proposal development processes to improve efficiency, effectiveness, and quality.
Produce schedules, outlines, compliance matrices, and kickoff materials.
Ensure win strategy, solution, themes, and compliance are clear and consistent.
Analyze solicitations and prepare tailored proposal documents.
Coordinate color/management team reviews.
Communicate solicitation updates and revise documents as needed.
Work with graphic designers to integrate visuals into proposals.
Collaborate with Capture Manager, SMEs, legal, pricing, and other teams.
Use tools like SharePoint for proposal management.
Mentor TPG's other proposal manager and proposal writers/editors.
Support additional Proposal Operations tasks.
Minimum Qualifications & Skills
Bachelor's Degree and 3 years of federal proposal management and proposal writing experience.
Experience leading large competitive strategic proposals in $20M to $100M range or has been a Volume Lead on a strategic proposal ranging from $20M to $100M.
Must have experience managing and prioritizing several projects simultaneously and be hands-on as well as strategic.
Must have demonstrated writing skills to participate in proposal development.
Experience implementing standard proposal processes or procedures.
Experience guiding and effectively influencing with and without authority; strong interpersonal skills and the ability to interface with all levels of management, proposal teams, SMEs, peers, and teaming partners.
Experience enforcing and meeting deadlines (working overtime as needed).
Must have experience developing compelling themes, discriminators, and messaging to communicate value proposition.
Build and maintain strong relationships with internal and external stakeholders to ensure accurate and compelling proposal content and research techniques.
Fluency with Microsoft Office (Word, Excel, PowerPoint, Outlook, Teams), Word Desktop Publishing, and SharePoint.
Excellent organizational and communication skills.
Ability to manage geographically disparate teams.
Experience with video, live orals, and/or demonstration proposals.
Ability to type 45 wpm.
Desired Qualifications
Reside within a three hour drive of Washington, D.C. (preferred).
Experience with GSA FEDSIM procurements/proposals.
The Work Environment
This is a remote opportunity where occasional travel may be required, as needed. Since this is a remote role, must have a dedicated workspace conducive to full videoconferencing (camera and audio) for facilitating webinars and online discussions.
Work Schedule
This is a full-time position that typically works business hours Monday through Friday. Hours may vary depending on needs and may at times include travel, evenings, or weekends to meet specific project requirements.
Conditions of Employment
Complete a Drug Test.
Be at least 21 years of age.
A valid US Driver's license.
Be able to obtain a Tier 2, Non-sensitive Public Trust (Moderate Risk) Clearance.
Available to travel as necessary.
Security Clearance/Background Check Requirements
Applicants selected will be subject to a government background investigation and may need to meet eligibility requirements for access to classified information.
Must be a U.S Citizen or Permanent Resident.
Residency requirement - 3 consecutive years in the last 5 years.
Physical Requirements/Working Conditions
Standing/Walking/Mobility: Must have mobility to walk sites and attend meetings with other stakeholders and employees.
Climbing/Stooping/Kneeling: 10% of the time.
Lifting/Pulling/Pushing: 10% of the time.
Fingering/Grasping/Feeling: Must be able to write, type and use a telephone system 35% of the time.
Sitting: Sitting for prolonged and extended periods of time.
