Contract Negotiator (Finance)
The Contract Negotiator position is responsible for coordinating activities with internal partners as well as vendors, subcontractors, software companies, and resellers in the management of licensing processes and records management. Responsibilities include verifying adherence to software procurement policy and procedure, cost containment, price negotiation, terms and conditions/ EULA compliance, use of small, disadvantaged businesses to the maximum extent possible, and proactive, timely execution of software and hosting licensing. Contracted activity will include stand-alone purchases as well as embedded cost within a Statement of Work, Sub-Contract, or other contractual agreement. The position will also be responsible for proactive management and ongoing efforts to continually reduce cost through enhanced planning and coordination. The position assists in the development of requests for proposals (RFPs), supports the development and final execution of contracts and purchase order requests, leads settlement of software audits and disputes, invoice approvals, assists with the budget and bid activities, and assists in the development of strategic, long-term IT spend planning.
Education & Experience
Required:
• United States Citizenship
• Must be able to receive a favorable interim and final Department of Defense (DoD) background investigation
• Bachelor's degree in accounting, finance, information technology, related field or equivalent business experience
• Three (3) plus years cost/financial analysis
• Three (3) plus years proven cost and negotiation experience. Experience should include negotiating both commercial and non-commercial proposals with vendors
• Experience working with internal customers to understand their technical needs
Preferred:
• Proven strong skills and experience with software management, IT and any other requested by TriWest business areas
• Project management experience
• Credentialed Certified Software Asset Manager (CSAM)
• IT Software licensing process experience
Key Responsibilities
• Leads, manages and tracks purchases, renewals, expirations, terminations, business assumptions, and planned modifications of all licenses and hosting activity. Works closely with IT, IT Security, Finance, Legal, and other business areas to ensure activity processes timely, efficiently, and at lowest cost, mitigating risks, and driving activity to small, disadvantaged business vendors while adhering compliance to TriWest purchasing policies.
• Begins evaluations and negotiations at least 90 days prior to renewal/expiration for purpose of addressing business need, cost reduction opportunity, terms and condition review, technology reviews, security reviews. and small business opportunity.
• Stays in the pipeline with IT and Finance regarding purchases, renewals, terminations and expirations.
• With respect to licensing and hosting, coordinates with IT leadership to support the development and monitoring of the annual operating budget. Includes aiding Finance and Contract Management when needed for accruals, RFPs, bids, proposals, or cost analysis. Verifies software invoices prior to payment.
• Leads with all compliance activities including monthly or quarterly review of compliance to software terms and conditions, compliance audits and disputes.
• Drives timely and cost-effective decision making.
• Regular and reliable attendance is required.

Technical Skills: Knowledge of procurement, invoicing, payables process/ procedures, standard financial record keeping and accounting principles/ procedures. Knowledge of Microsoft Office applications (Excel, Word, Sharepoint and PowerPoint).
