Airport Systems Engineering Technician

GENERAL DESCRIPTION

Under the general direction of the Systems Operations Manager, the Airport Systems Engineering Technician is responsible for the maintenance, operation, and repair of various critical airport systems and equipment, including airfield lighting, navigational aids, communications systems, and security systems. This position involves troubleshooting and diagnosing issues, performing necessary repairs, and ensuring all systems operate at peak efficiency to minimize service disruptions. The Senior Supervisor plays a key role in overseeing major upgrades and overhauls of complex equipment while also participating in developing preventative and corrective maintenance procedures. With strong technical skills and knowledge of electrical and mechanical systems, the Senior Supervisor effectively collaborates with team members and interfaces with user airlines and TSA, responding swiftly to emergencies and urgent maintenance requests. Overall, this role is vital to ensuring the safe and efficient functioning of airport operations, thereby supporting the aviation industry's overall functionality.

ESSENTIAL FUNCTIONS

·         Responsible for their subordinate employee's welfare and care, individual training in the conduct of their duties and mentoring.

·         Reviews subordinate's work performance, conducts open and honest performance check-ins and appraisals, and initiates corrective action or discipline as necessary.

·         Ensures subordinates meet authority standards in personal appearance and maintains and accounts for equipment as instructed.

  • Respond to outages and system failures of shuttles, elevators, escalators, moving sidewalks, passenger loading bridges, and baggage conveyors, diagnosing and repairing issues promptly to minimize service disruption.
  • Oversee and assist in the overhaul and major upgrades of elevators, escalators, shuttles, conveyors, and other critical airport operations support systems to maintain high serviceability standards.
  • Inspect high-tech systems under overhaul or upgrade for compliance with established plans and specifications.
  • Participate in the research and development of preventative and corrective maintenance procedures for existing and newly acquired systems to ensure serviceability and extend equipment lifecycle.
  • Monitor conveyor line baggage flow and balance operations to optimize efficiency and effectiveness.
  • Track and analyze laser array statistics and other relevant performance metrics to maintain system integrity.
  • Monitor and set make-up assignments based on operational needs and available resources.
  • Obtain, edit, and load flight schedules into the appropriate systems to ensure accuracy and timely updates.
  • Address operational inquiries, complaints, and issues, providing prompt resolutions and support to stakeholders.
  • Make operational decisions regarding the Baggage Handling System (BHS), implementing backup and fallback procedures as necessary for uninterrupted service.
  • Interface directly with user airlines and TSA representatives to ensure effective communication and collaboration on operational matters.
  • Ensure smooth daily start-ups of systems by reviewing and following established start-up procedures.
  • Assume responsibility for staffing the BHS control room and monitoring system performance via the BHS Management Information System and Maintenance Diagnostics System (MDS) during operational periods.
  • Track work hours and complete monthly CityWorks reconciliation to maintain accurate records of maintenance activities.
  • Manage timecard and payroll submissions for team members to ensure accurate compensation and record-keeping.

·         Regular and reliable attendance is required as an essential function of the position.

REQUIRED FOR ALL HCAA JOBS

  • In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee's department or the HCAA Emergency Operations Center (EOC). Such assignments may be before, during, or after the emergency/disaster.
  • Complies with all HCAA Policies, Procedures, and Standards.
  • Performs other duties as assigned.

QUALIFICATIONS (EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS)

  • High School Diploma/GED
  • Three (3) years of experience in the operation and maintenance of mechanical, electrical, or hydraulic equipment.
  • One (1) year of supervisory experience.

·         Or equivalent combination of education, training, and experience that would reasonably be expected to provide the job-related competencies noted below.

·         Must possess a valid, current Florida Driver License at the level required for the position when operating an Authority vehicle or driving on behalf of the Authority.     

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of design, operation, and maintenance criteria for computer-controlled airport operations support systems and equipment.
  • Knowledge of electrical and mechanical engineering principles and practices relevant to airport systems.
  • Knowledge of airport terminology and operational philosophy to effectively interact with stakeholders.
  • Skill in utilizing specialized test equipment and tools to diagnose and repair airport operations support systems.
  • Skill in operating a computer and relevant software applications for monitoring and reporting purposes.
  • Ability to read, review, and interpret technical reports, contracts, specifications, and engineering plans.
  • Ability to read and program logic controllers to maintain and troubleshoot automated systems.
  • Ability to operate commonly used electronic testing equipment for diagnosing system issues.
  • Ability to identify discrepancies between construction specification drawings and actual work performed.
  • Ability to analyze complex technical problems and implement effective solutions promptly.
  • Ability to oversee and guide maintenance staff, ensuring high standards of work quality and safety compliance.
  • Ability to make informed operational decisions regarding system functionality and maintenance priorities.
  • Ability to train and mentor team members in technical skills and operational procedures.
  • Ability to respond swiftly to emergencies and urgent maintenance requests, demonstrating strong situational awareness.
  • Ability to communicate effectively orally and in writing.  
  • Ability to establish and maintain effective working relationships with others within and outside the Authority.  
  • Ability to handle restricted, sensitive, and confidential information.  
  • Ability to provide outstanding customer service, serve the public, and represent the Authority with courtesy and professionalism.
